Taylor Phinney of the United States won the one-kilometer time trial for his second gold at cycling’s Track World Cup Finals. Phinney, the 18-year-old son of the 1984 Olympic medalists Connie Carpenter-Phinney and Davis Phinney, edged Michael D’Almeida of France in the final.
